There's no general format operator as a function in MDriven OCL as in C#, please see [[ToString]] which is mostly identical but is a method on the numeric type.
The format is a static method of the type String:
String.format('thetemplate {0} - {1} that can have any number of replacers, in this case {2}','hello','there',3)
The sample above will produce:
