Convert a string to a specific encoding and as a base64 string.

<string>.StringToEncodedBase64(28591)

The value 28591 is ISO 8859-1 Latin 1; Western European (ISO) taken from this table: https://docs.microsoft.com/en-us/windows/desktop/intl/code-page-identifiers

Note! You will run into problems if you try to store a non-Unicode string in the string type. Use Base64 encoding!
